Toll Brothers and The Morin-Cameron Group, Inc., represented by Jeff Heidelberg and Scott Cameron, attended the Lynnfield Center Water District’s (LCWD) May 1, 2024 Board of Commissioners Meeting to discuss the proposed LCWD water system expansion being designed for the Regency at Lynnfield Development planned for a parcel of land within the Sagamore Golf Course. The Regency at Lynnfield, formerly referred to as the Sagamore Development, was accepted into the district at a Special District Meeting on October 20, 2022. The Regency at Lynnfield will consist of 66 age-restricted single-family homes and is now in the permitting process. As part of this process and through a 3-party agreement, Sagamore granted an easement to LCWD that the District plans to use to connect Station 2 water to the Glen Drive Water Treatment Plant. This project, currently being designed fully through grant funding from the DEP, will allow all LCWD water sources to be treated for the removal of PFAS as well as iron and manganese. The easement will be granted once the Developer receives all their project permits. The agreement will also include a 25-year land development restriction on a large portion of the golf course and also return another significant parcel to the Town for conservation purposes. This parcel was once owned by LCWD. An additional easement for a new 1-mile water pipe will loop the water back to Lowell Street via the Vallis Way easement is proposed as part of the project. In addition to fully funding and building a water system within the development, Toll Brothers plans to install water main and hydrants on Main Street to the entrance of the Development and a hydrant at the dead end of Friendship Lane. They will all be accessible for fire operations and needs. Scott Cameron stated that all hydrants will meet or exceed ISO fire flow requirements and that each home will meet or exceed DEP minimum pressure requirements. In situations where they don’t, individual house booster pumps will be installed.
In connection with the ongoing permitting process, LCWD’s engineer team, CDM Smith, conducted a peer review to determine the impacts the development will have on LCWD’s current water system and to also ensure the housing development can achieve the required fire flow. When asked by Commissioner Youngren, CDM stated that the proposed expansion was evaluated under worst case system conditions which included lower than average storage tank height and Station 2 water unavailable. “I feel it’s important that the development can be supported without use of the MWRA interconnection and I’m happy to see that is the case”, said Youngren.
The project team plans to return on Monday, May 20, 2024 to the LCWD Board to complete the process. Commissioners will vote on conditions proposed by Director John Scenna. Work is anticipated to start this fall once all Town of Lynnfield permits are approved and obtained. “The opportunity to expand our system doesn’t happen often, especially with all of the benefits to the District and community this expansion provides.” said Scenna. “We look forward to continuing to work with Toll and Cameron-Morin Engineering, who, to date, have been exceptional and professional partners.”
